NEW DELHI: A book titled “No Minister: Memoirs of a Civil Servant” by Mahesh Prasad was released at a function in the Capital. The 286-page book gives an insight into the working of the civil services. Mr. Prasad, who has had a long and distinguished career as a civil servant, retired from the rank of Cabinet Secretary as Chairman of the Indian Trade Promotion Organisation.
