Plea to restrain assignment of land under two-acre scheme

CHENNAI: A resident of Kaverirajapuram in Tiruttani taluk of Tiruvallur district has moved the Madras High Court seeking an interim injunction to restrain authorities from granting any assignment under the two-acre scheme of his land under survey number 369/2 extending to about 9.53 ha in the village.

V. Somasekhar stated in his petition that the land originally belonged to Velur Gopal Krishnappa Naidu and his name was in the revenue records. After Naidu’s death, he was enjoying the property for the purpose of grazing cattle. The land was unfit for cultivation.

The petitioner said that the revenue authorities had classified the land as ‘Anadheenam’ as there was default in paying ‘kist.’ Before classifying the land as ‘Anadheenam’ no procedure was followed; no notice was issued either to him or his predecessors. He came to know that the classification was made “only recently, when some persons submitted representations for assignment of the land…”

He had submitted representations to the District Revenue Officer, Tiruvallur, and the Tahsildar, Tiruttani taluk, to rectify the entries in the revenue records, including his name, and confirm the patta granted to his ancestors in his name. He undertook to pay arrears of ‘kist’ and any penalty due.

The authorities were initiating proceedings against some third parties, who had nothing to do with the lands, treating this land as government or ‘poromboke’ land.

Mr. Somasekhar said the authorities were keeping his representation pending and trying to defeat his right. The officials had no right to keep the matter pending indefinitely.
